USDA Announces $8 Billion Relief Program for Farmers… and Maybe Fishermen

2 min read

The Trump Administration recently announced $8 billion in funding through the USDA’s Harvest Fuel Relief Program. Designed to offset soaring diesel and input costs during the 2026 production year, the program provides one-time financial assistance based on estimated losses.

This marks one of the first major opportunities for commercial fishermen through the newly created Office of Seafood at the USDA—funding that historically went exclusively to traditional agriculture.

However, because the USDA is still establishing how to work with non-Title I commodities like wild-harvested seafood, it isn't yet clear how eligibility or payment rates will be determined for the fishing industry. This is our opportunity to shape that process so it works for Maine’s local fleet.

What We Need to Do

The USDA is actively encouraging fishermen to submit information documenting business impacts caused by high fuel costs. Data points can include:

  • Increased Fuel Costs: Direct expense spikes for fuel on your vessel or business operations.

  • Reduced Effort & Landings: Decreased landings resulting from shorter trips or fewer days on the water.

  • Supply Chain & Transit Expenses: Rising operational costs for transporting goods or gear.

Because the USDA will use this feedback to establish baseline eligibility frameworks and payment rates, specificity is essential. Whenever possible, provide direct comparisons between your 2026 operational expenses and prior years.

How to Take Action (Speed is Essential)

The USDA is accepting comments and data directly at HarvestFuel@usda.gov.

  1. Submit via MCFA: Fill out this short form below, and we will help draft an individualized letter for you to review and submit. (MCFA is also gathering fleet data to submit a comprehensive organizational letter. We may use your data, anonymized, in this letter.)

  2. Submit Directly: You are also encouraged to write and send your own letter directly to the USDA email address above.

Next Steps: In anticipation of official eligibility guidelines, begin gathering your fuel receipts, vessel logbooks, fuel dock invoices, or year-over-year financial records showing how rising fuel prices impacted your bottom line.
